The most significant sources of innovative ideas are teams, business partners and customers. Corporate R&D labs have became decreasingly central, and large firms like Procter & Gamble, Oracle, Nokia, IBM, Eli Lilly, Philips, Samsung are making full use of outsourced partnerships, collaborative processes, users communities, "Connect and collaborate/develop" concepts.
Academic business writers, and technology intelligence consultancy firms, such as InnoCentive, NineSigma, Yet2Com etc are flourishing and developing new IT networking, expert networks, and various Web2.0 internet tools. New talents are increasingly shaking the open innovation landscape. Talents which take off within collaborative modes, not by standing alone in ivory towers.

Universities, Higher-education Institutions, Polytechnic Institutes, Science & Technology Parks, TechTransfer Offices, Public Research Centres, and more generally Organizations with a high concentration of Knowledge are increasingly becoming "spin-offs factories". A growing number of BICs are taking pivotal and market-driven roles within this academic incubation environment. Although the nature of these entrepreneurs and of these "reservoirs" of talents might be specific, processes remain the same.

Clusters animation and community building
Few Countries or Regions are not betting on clusters policies. Some clusters are tools for territorial marketing & competitive identity; others are becoming institutional mechanisms, very often dominated by public research. At EBN, we are interested by clusters where groupings of entrepreneurs and SMEs are the dominant factor, where pragmatic PPP are in motion, where dynamic & professional animation leads to the generation of vibrant communities. The Detect-it project, led by EBN with the involvement of 30+ BICs provides a good example of clusters in action getting SMEs directly involved in FP6 & FP7 Projects.

Improving the investment readiness of new innovative firms and entrepreneurs. Enhancing their financial planning and business modeling capabilities. Small but global business & innovation champions
Small innovative firms willing to grow up need more talents and skills to tackle internationalization. Although the company size is a critical factor, micro- and small enterprises, adequately coached by committed hands-on professionals, such as BICs, can become global champions and niche leaders. Leveraging effective public financial support mechanism, as well as joining collective schemes ("soft-landing zones", "gateways to" etc), collaborating with big players and being plugged within large-scale projects are some of the issues addressed in this workshop. The East-West B2B corridor will also be at stake, with a particular focus on central and Eastern Europe.

Bringing "Space & Sat" technologies down to earth, the ESINET incubation experience
Space technology transfers touch virtually every aspects of our everyday life. Increasingly, satellite communication develops into a variety of applications, from navigation & mobility to security & earth observation. The European Space Incubators Network (ESINET) has expanded into a mature thematic community of high-growth incubators and spin-offs. Operated by EBN on behalf of ESA, this network is a successful test-bed for sector-specific incubation and lead-market innovation, another hot-topic of the EC innovation policy.

Innovation for human development & cooperation
One of the global and historical objective of the BICs is to generate wealth and leverage effects on local and regional economic development indicators.
Cooperation with Regional and Local Development stakeholders is therefore of paramount importance for BICs. And it is equally essential to identify and evaluate the effectiveness and assess the impact of economic development initiatives. A particular attention will also be paid to the North-South and East-West transferability of selected methods and techniques to less industrialized countries or emerging regional economies.

For each of the six subjects presented during the morning sessions, Awards will be granted to BICs who have demonstrated their performances and illustrated their excellence and uniqueness, enabling the EBN network to highlight and develop "best-in-class cases", as a complement to the BICs 2008 Observatory Report (Results of the Year 2007), and within the framework of a special cooperation with the United Nations Development Programme (UNDP).

The closing session will be the opportunity to wrap-up the main contributions and address EBN community statements to the upcoming French presidency of the EU through the "Declaration of Budapest".
